WISE at Madrid: Panel Discussion on Creative Public Leadership

In an effort to support global leaders in defining the key drivers of system innovation in education, WISE hosted a public event chaired and moderated by Mr. Stavros Yiannouka, CEO, WISE.

The event took place on May 31, 2016 at “El Salón de Embajadores” at the prestigious “Casa de América” in the center of Madrid, in parallel to the Learners’ Voice Residential Session, also taking place in Madrid.

As part of the WISE Research series, the RSA and the Innovation Unit have produced a new report titled, “Creative Public Leadership: How School System Leaders Can Create the Conditions for System-wide Innovation”. This report sketches out a road map on how to facilitate system-level change in education.

Lead author of the report, Mr. Joe Hallgarten shared key findings and ideas about what creative public leadership is required to inspire, drive and achieve change on a systems level.

Mr. José Antonio Marina, one of Spain’s thought leaders regarding education reform, shared his insights on how to foster leadership in education to create the conditions for successful innovation, with a special focus on the Spanish context.

Creative Public Leadership: How School System Leaders Can Create the Conditions for System-wide Innovation

System leaders globally are aspiring toward a paradigm shift in education where a wider range of skills is achieved through new learning pathways. Such a shift requires a serious, disciplined and radical innovation at all levels of the system, and demands that governments rethink their roles in innovation eco-systems.

This report aims to support system leaders in defining the potential benefits and the key drivers of system innovation in public services, as well as to identify the conditions that promote and inhibit it. The report draws recommendations for globally applicable policies, tools, frameworks, and indices that could stimulate changes in practice.
