Action Plan for an Inclusive Education Policy in the State of Qatar

In recent years, Qatar has made important strides and significant changes to support and integrate people with disabilities. However, we are yet to establish an action plan and a roadmap for policymakers on the education and employability of persons with disabilities. This research report, drawing on reflections from the field, provides important insights in relation to achieving a more inclusive system. This report draws on a research study undertaken by the WISE team in partnership with the Cambridge Network for Education and Research (CaNDER) based at the University of Cambridge.

This study aims to provide a detailed overview of inclusive education and employment for persons with disabilities in Qatar. It reviews existing policies and laws and includes a comparative analysis of similar policies in Jordan and the United Arab Emirates. The research team engaged with key education stakeholders in Qatar, including teachers, policymakers, and educational researchers, through a policy forum in addition to individual semi-structured interviews to ensure that the proposed framework is underpinned by practical views of those who are directly engaged in and affected by the relevant policies. The report paints a comprehensive portrait of the status of education and employment for persons with disabilities in Qatar with a reference to the current school reform process that incorporates a clear transition towards inclusivity.
