Charles A. Goldman is a RAND Senior Economist specializing in the economics of education, strategic planning for education systems, and organization and performance of schools, universities, and systems.\u00a0 He also holds an appointment as Professor of Economics at the Pardee RAND Graduate School where he teaches policy analysis of education.\u00a0 One of his main research themes is measuring performance in higher education at the institution and system levels.\u00a0 Building on that work, he develops national and international university ranking and benchmarking systems and sits on the advisory board of the Shanghai Academic Rankings of World Universities.<\/p>\n
Dr. Goldman has studied policy and implementation for both basic and higher education in the United Arab Emirates, Oman, Qatar, Syria, Lebanon, Palestine, South Korea, Singapore, India, China, and the United States.\u00a0 His recent major monographs and books include\u00a0Education for a New Era, Paying for University Research Facilities and Administration, In Pursuit of Prestige<\/i>, and\u00a0The PhD Factory<\/i>.\u00a0 He has previously been Associate Director of RAND Education and Associate Director of the RAND Arroyo Center Manpower and Training Program.\u00a0 Prior to joining RAND in 1993, he earned a bachelor\u2019s degree in computer science and engineering from the Massachusetts Institute of Technology, a Ph.D. in Economic Analysis and Policy from Stanford University, and held a postdoctoral fellowship in the Stanford School of Education.<\/p>\n","protected":false},"featured_media":22537,"template":"","meta":{"_acf_changed":false},"members-type":[873],"class_list":["post-22536","biography","type-biography","status-publish","has-post-thumbnail","hentry","members-type-authors"],"acf":[],"yoast_head":"\n
