Elizabeth Stuart is Executive Director of the Pathways for Prosperity Commission on Technology and Inclusive Development, based at the Blavatnik School of Government, University of Oxford. She is a senior policy expert in international development, and previously directed a research programme and was a senior research fellow at the Overseas Development Institute. She is a former director of policy and research for Save the Children UK. She lead the Oxfam International Washington DC office for 7 years.

Elizabeth was formerly a financial journalist for the Guardian and BBC. She has an undergraduate degree in modern languages, and masters degrees in literature and politics.
