Charlie works with leading institutions including Google, UNICEF, USAID, the Global Partnership for Education (GPE), and the Government of Kenya to design and scale inclusive, evidence-based solutions in low-resource settings. His recent work includes shaping responsible AI strategies for education, directing the Education Finance Network, and supporting the design of impact-linked financing tools such as Results Linked Loans and Social Impact Incentives.
He has led national and global strategies to improve value for money in education investments and expand access to blended finance for human capital development. Charlie also advises on education-climate linkages, including recent work with UNICEF to understand how climate change is disrupting education systems and what financing mechanisms can strengthen long-term resilience.
A former teacher, Charlie combines policy insight with practical implementation experience. His work consistently focuses on building more inclusive and accountable systems that deliver for marginalized learners and youth across the continent.
